omedays ago i received new from yogesh that the Airtel applying non recharge outer region in india. Which is actually make your income become low down.
Back in year 2007 we also facing problem like yours. But actually otomax have solution for you. Here i will cover what is region number.
Almost most of operator in the world apply HLR (Home location register) standard in numbering for dividing every region. It's make them easy to identify the numbering system. the information of HLR you can obtain here

The good news you can set your simcard only recharge your own region number and accept host2host from other server recharge your own region number, the bad new you need to input all the region number system into otomax.
for now it's too late here, i don't have time to make some tutorial screen shot, but i will continue it later include all the tutorial how to make and manage recharge for region system.
this should be able to help you avoid your recharge problem and to make higher revenue for recharge your own region number. so in otomax you guys should work each other help each other to be able recharge all region number by routeing outer region to other otomax server.

By applying this HLR you can protect your airtel lapu only recharge number in your region only.

By identify the number so you can make otomax decide which number recharge with your own stk, which going to api, which going to host2host to other otomax.
If you can complete all the number prefix of all operatoir i can assure you can use otomax recharge without anycode at all . the recharge will become
product code. quantity
so end user also easy to use.

not just airtel but all operator, sooner or later regionalitation will be implemented by big operator to avoid internal war between their own authorised dealer. it happen already in indonesia. so operator will unity all their dealer to war with other operator
